This machine is partially a copy of the 1934 USA machine World's Series by Rock-ola.
Look closely and you will see the Japanese machine has a rotating disc on the playfield, the same as World's Series
World's Series uses a mechanical counter for the outs but it appears the Japanese version uses playfield troughs:
This is another game where I think it was made in Japan, based off the popular design from the USA. I have no knowledge of Rock-Ola ever licensing their games to Japan, and lots of history of Rock-ola is quite well known.
